The UN nuclear watchdog agency left after two days of talks failed despite 'intensive efforts.' It will report on Iran's program in days.

Requests by the International Atomic Energy Agency (IAEA) to visit a military base at Parchin were denied, and the team failed to agree on framework to resolve questions about Iran's alleged nuclear weapons-related work.

"It is disappointing that Iran did not accept our request to visit Parchin during the first or second meetings," IAEA Director-General Yukiya Amano said. "We engaged in a constructive spirit, but no agreement was reached."

As rhetoric has soared about possible Israeli or American military strikes against Iran ? and biting sanctions have targeted Iran's oil exports and central bank ? the IAEA issued an uncharacteristically blunt statement, presaging the likely tone of its next quarterly report on Iran, which is due within days.

That report could determine if nuclear talks will be renewed after a year-long lull, amid rising pressure on Iran and a covert war to undermine its nuclear progress that has included assassinations of nuclear scientists, unexplained explosions, and the Stuxnet computer virus that Iran blame on the US and Israel.

"Intensive efforts were made to reach agreement on a document facilitating the clarification of unresolved issues in connection with Iran's nuclear program," a brief IAEA statement read. "Unfortunately, agreement was not reached on this document."

Iran has refused for years to address IAEA charges of past weapons work, which were detailed for the first time in the agency's November report, calling them "fabrications" created by hostile intelligence agencies.

But recently, Iran indicated for the first time that "questions will be answered," and an IAEA visit within the past month appeared to hold a promise of progress.?But the IAEA stated otherwise late on Tuesday, and the military base at Parchin remained off limits. The IAEA last November reported its suspicions that the site was used for high-explosives testing that could have a nuclear weapons application.

Mr. Amano's spokeswoman Gill Tudor told Reuters today that no further meetings were planned: "At this point in time there is no agreement on further discussions."

Iran has long declared that its nuclear programs aim only to peacefully create nuclear power. State-run PressTV today issued a "breaking news" report from Iran's supreme religious leader Ayatollah Ali Khamenei, headlined: "Leader says Iran does not seek to build atomic weapons."

The bulletin paraphrased Ayatollah Khamenei as "stating that the Islamic Republic intends to put an end to the supremacy of the world powers which relies on nukes."

Both Iran and the P5+1 (the US, Russia, China, France, Britain, and Germany) have expressed an interest in renewing nuclear talks. But the results of the IAEA visit indicate a lack of common ground.

The IAEA visit came to an end as the deputy head of Iran's armed forces said Iran would consider preemptive action if it judged its national interests were being endangered.

"Our strategy now is that if we feel our enemies want to endanger Iran's national interests, and want to decide to do that, we will act without waiting for their actions," Fars News Agency reported Mohammad Hejazi saying.

A teacher?s assistant from California faces child endangerment charges after her 12-year-old daughter was found naked and rummaging through trash cans for food, officials said.

Police were called on Thursday after a local resident saw a girl walking in Temecula, south-east of Los Angeles, wearing no clothes and eating food out of trash cans.

Tracy Betts, 40, a teaching assistant at nearby Vail Elementary, was arrested at the school on suspicion of felony child endangerment.

A report in the Riverside Press-Enterprise named the resident who alerted police as Dominique Prado, who had been outside pulling weeds from the yard with her husband when she saw the girl rooting through a neighbor?s trash can.

The girl completely naked, without even shoes on her feet, and trying to cover herself with a car floor mat, the newspaper said.

Prado told the newspaper that the girl, who was holding a small piece of bread in her hands, ran around the corner and out of sight.

Prado called 911, and police searched the neighborhood. Prado and her husband found the girl in a BMW parked on their street just around the corner, the newspaper said.

A?press release from Riverside Sheriff's office said the girl was taken into protective custody and received unspecified treatment at a hospital.

6 Palestinians killed in school bus crash (AP)

JERUSALEM ? A truck lost control in slick, rainy weather and barreled into a Palestinian school bus on Thursday, killing five children and a teacher and drawing hundreds of people to a West Bank hospital in an outpouring of grief, police said.

The bus left the city of Ramallah on a school excursion but returned due to heavy rains and stormy weather, according to Palestinian police spokesman Yousif Osrael. On the way back, a truck careened into the school bus, causing it to flip and catch fire, Osrael said. The children killed were aged four to six.

The accident was in the central West Bank, in an area Palestinians claim as their future state but where Israel has full control. Both Israeli and Palestinian rescuers arrived at the scene, and evacuated at least 30 injured passengers to hospitals in Ramallah and Jerusalem, according to Israeli police spokesman Micky Rosenfeld.

The truck driver was an Arab Israeli and all the victims were Palestinian, Rosenfeld said. Israeli and Palestinian police are investigating the accident. But Rosenfeld said there is no suspicion of foul play and its likely that the wintry weather and slick roads caused the collision.

After the accident, Palestinians rushed to the Ramallah Medical Compound hospital to check on their children and donate blood.

Palestinian President Mahmoud Abbas declared three days of mourning and ordered flags flown at half-staff. Israeli Prime Minister Benjamin Netanyahu offered his condolences and pledged to give any aid necessary to the Palestinian Authority.

"It was a tragedy," Abbas said outside the hospital. "It was God's fate. There was rain and fog and that is what happened."

Palestinian police initially said the crash killed at least eight people but later updated the tally to six ? five schoolchildren and one teacher. Police said 42 were injured, including three in critical condition.

The fifth annual ?Hockey Weekend Across America? is a three-day celebration of the sport of hockey that will take place Feb. 17-19 nationwide. For Minnesota boys Paul Martin and Matt Niskanen, going to college was just the next logical step growing up in a hockey hotbed like they did.

Even after being selected by the Devils in the second round (62nd overall) of the 2000 NHL Draft out of high school, Martin didn?t think about his future in that league. He was more focused on his immediate one.

?The education aspect with my parents was big, I grew up watching the Gophers and I liked my family and friends being at home,? he said. ?I enjoyed being in Minnesota, playing hockey there and going to school there. At that time, I never really even thought about playing in the pros. It was more just the process of it. You just go with what?s next. When I was able to make it, I was fortunate and it worked out.?

Niskanen agreed, opting to spend two years with Minnesota-Duluth before turning professional.

?I had always wanted to play college hockey and I had always wanted to go that route,? he said. ?Plus my family is big on at least pursuing an education while you?re playing hockey, so that was another factor.
