Consumer prices rise as cost of shelter jumps

WASHINGTON - Consumer prices rose in October as the cost of shelter surged by the most in over four years, while gasoline prices fell in a boost for consumer spending power.

The Consumer Price Index increased 0.1 percent last month, in line with analysts' expectations, data from the Labor Department showed on Thursday.

The data still pointed to only modest inflation pressures that appear unlikely to derail the U.S. Federal Reserve's plan to keep interest rates low for an extended period.

Prices for shelter, which include rent, rose 0.3 percent during the month, the most since 2008, and accounted for over half of the overall increase in the CPI. That could be a hopeful sign for the economy if it is because landlords felt they have more leverage to raise rents. Rents for primary residences rose 0.4 percent.

Gasoline prices fell 0.6 percent in October after climbing 7 percent the prior month. That was the first drop in gasoline prices since June. Higher costs at the pump have forced many American consumers to cut back on other spending.

A measure of underlying inflation was relatively muted. The core CPI, which excludes food and energy prices, increased 0.2 percent.

In the 12 months to October overall consumer prices increased 2.2 percent, up a tenth of a point from September's reading. Core prices rose 2 percent in the year through October.

Most economists don't see inflation threatening the economy in the short or long term.

However, some believe the U.S. Federal Reserve would tolerate prices rising faster than the central bank's 2 percent target over the shorter term to allow faster economic growth as the country recovers from the 2007-09 recession.

The Fed targets a separate measure of inflation calculated by the Commerce Department which tends to run cooler than the CPI.?

Senator-elect Angus King sides with Democrats

WASHINGTON (Reuters) - U.S. Senator-elect Angus King, an independent and former Maine governor, said Wednesday he will caucus with President Barack Obama's Democrats, raising the party's control of the Senate to 55-45 in the new Congress that convenes in January.

King had been expected to side with Democrats, but deferred his decision until after the general election last week. His allegiance gives Democrats a gain of two seats in the 100-member chamber but falls short of the 60 votes necessary to block the filibusters that frequently paralyze the Senate.

King will fill the seat of Republican Senator Olympia Snowe, who retired with a denunciation of the partisan gridlock that prevents Congress from resolving many of the nation's problems.

As a former governor who worked with both Democrats and Republicans in his state, King said he believed that he could help obtain bipartisan solutions in Washington.

"By associating myself with one side I am not in automatic opposition to the other," said King, who while governor of Maine had weekly luncheons with state Democratic and Republican leaders.

"I hope in a small way, in a small way, I may be able to act as a bridge between the parties, an honest broker," King said.

King is considered conservative on fiscal issues and liberal on social matters.

"By associating myself with one side I am not in automatic opposition to the other," he said.

As for reducing the record U.S. debt, King wrote in a campaign position paper, "all options must be on the table."

In 2010, the Simpson-Bowles panel called for a mix of spending cuts and tax increases to trim the debt by $4 trillion over a decade.

Obama declined to embrace the plan and it ran aground, although the concept is gaining new life at least as a talking point as Congress faces a "fiscal cliff" of expiring tax cuts and mandatory reductions in spending that could slam the economy when it takes effect in January.

Living in the Land of Make Believe: Romantic Relationship Readiness

*I?believe that we, as humans, are meant to be in relation. Were supposed to have relationships, romantic and platonic and they are supposed to be healthy. But the truth is, no one ever teaches us how to do that. There are no relationship courses in school that show?us how to figure out our value system and then to link up with people who have similar or complimentary values.

We are; however, taught to be in relation with people who are nice to us, who are attractive, who have material wealth and more niceties.?These things are taught through our societal fabric. They are the unwritten expecations.?The problem with this process is that does not take into account what happens after these things become routine. Its great if someone is nice to you, but what if they dont value education the way you do? Its awesome if someone shows you high levels of respect, but what if they dont value independence the way you do? Its sweet if they buy you gifts just because, but what if they dont value communication the way you do?

Well if they dont value what you value or have complimentary ones, then it gets really?tough. In my opinion, everyone should value communication. Why, you ask? Because it is only through communication that?we can understand the status of our relationships. When values start to be misaligned, then resentment has an opportunity to creep in. In addition, this is usually what starts the outside conversations about our relationship. We start talking to other people about things only our significant other can answer.

Our high percentage of failing relationships is not just a matter of these new generations (of which I ama member of)?giving up too easily, as some would like to suggest. As a matter a fact, I would bet a large sum of money that the previous generations could have used a much different approach to relationships than the one they had. The suck it up and hang in there philosophy left a shlew of unfulfilled people; mostly women, I might add.

In addition to checking in on our relationship status, communication is a phenomenal way to continue the process of understanding ourselves, our ticks and motivations. For instance, if my husband/boyfriend (there isnt one at the moment, but if there were)?were to say to me, I would like to quit my job and start a new company and I begin to give him all the reasons why we cant do this right now and why its irresponsible for? him to think of doing such a thing, well there begins the breakdown. We would make out much better if I took time to understand they value that he is trying to satisfy for himself. I know I have to give one for the men also, to balance this out (smile). If a woman tells her husband/boyfriend that she wants to go on a missions trip to India for a month and he begins ranting about the time itll take away from the family, the stress it will put on him to keep it all together while shes gone and how irresponsible it would be of her to do such a thing, then he too runs the risk of alienating her. A better solution (in my humble opinion)? would be to ask as many questions as necessary to understand what value shes attempting to satisfy.

I believe romantic relationship readiness is about self discovery first, finding a friend who value system is in line with your own and thirdly opening the doors of communication from the start of the relationship. Here are a few other tips I believe would change the romantic relationship process as we know it.

1. Learn about yourself. And I mean really learn. Why do you get upset when certain things happen? Why are you insecure about other things? Why do you get offended when you do? How come a certain type of person annoys you? Why do you cling to your romantic interests to tightly? Who has had the greatest influence on you and why? And so on and so on and so on.

2. Tie your learnings about yourself to specific values so that you can confidently name the reasons for your emotions. This process is outlined in my book The Things I Used to do to Sneeze!: How to live an authentic life with awesome sensations. (Sorry for the self promo, but the book is actually appropriate for this subject)

3. Look for a friend you respect,?whose value system is aligned first and romantic interest second. Trust me, when the dust settles, its the related values that make a person loveable even when you dont necessarily like them, at times.

4. Give your intended friend permission to communicate with you open and respectfully about where they are and how things are affecting him or her. There is nothing like someone saying that you can tell them the truth and then they totally freak on you when you do. Great way to distance yourself.

5. Commit to respecting the communication process and always listen and speak from a place of understanding. Understanding is critical in all that we do in life. If you began a new job without anyone communicating the expectations, deliverables and required process, you would fail miserably. Relationships are no different.

I believe we can turn this thing around. We need not look to President Obama and First Lady Michelle or any other notable couples and wish. First, we have no idea what they have. I do believe that we can actually find fulfillment in our romantic relationships and that doesnt mean they will all last forever. It means that we will not leave behind or collect so much baggage along our journey. This will leave our emotional palette clear to enjoy all that life has to offer.

Zimbabwe: Diamond conference ends with questions

VICTORIA FALLS, Zimbabwe (AP) ? The Zimbabwe Diamond Conference, which wound up here Wednesday, was sponsored by President Robert Mugabe's government to highlight its emergence as a major player in the world diamond trade.

The conference was held to "shed light" on Zimbabwe's diamond mining and to allay widely-held concerns of corruption and looting of the gems, said organizers.

But the conference raised more questions than answers.

Delegates spoke of the amazing potential Zimbabwe has as a diamond producer. Zimbabwe allegedly has the capacity to produce between 110 million to 160 million carats of diamonds annually, making it one of the top five diamond producers by volume in the world.

But where the diamond money is going is not clear. The Mugabe government seemed unconcerned about providing clarity on how much is mined or earned at the country's eastern Marange diamond fields. Mines Minister Obert Mpofu dismissed calls for transparency.

"How then are you expected to be transparent when there are hyenas chasing you?" said Mpofu to conference delegates, referring to diamond watchdog groups. "They want to know what car you drive, which house you are living in and what plane you are flying."

Mpofu was named as having amassed "unexplained wealth" from illegal diamond deals, in a report released at the start of the conference by a Canadian group campaigning against conflict diamonds, Partnership Africa Canada. The report described Mpofu as "the chief guardian of Marange" because of his role in awarding "opaque" concessions beyond the scrutiny of government ministers and the public.

Mpofu denied the accusations and dismissed the report as being funded by the Canadian government to "vilify and lie" about Zimbabwe.

"You think Africans can believe that nonsense? We are very emotional about it and we have suffered enough," Mpofu said.

At least $2 billion from diamond sales was allegedly stolen from the Marange diamond fields and enriched President Robert Mugabe's ZANU-PF party loyalists and military hierarchy, the report said.

The funds from diamond sales could have turned around the country's embattled economy, but they have not shown up in the national coffers.

After years of political and economic meltdown, Zimbabwe's health and education services remain broke.

Finance Minister Biti said in his budget speech he had been promised $600 million from diamond sales but the head of state-run Zimbabwe Mining Development Corporation, Goodwills Masimirembwa said that figure had to be revised downwards to $150 million due to poor performance of diamond sales affected by Western sanctions.

While Zimbabwe's entire budget for education for 2012 was $8 million, Mugabe's party is constructing a $6 million conference hall in the provincial city of Gweru for its annual convention in December.

Education Minister David Coltart criticizes the government's spending. Coltart said last week that the number of children dropping out of school has risen by 10 percent because of increased school fees. Coltart said his ministry must rely on the goodwill of donors to assist in its programs.

He accused Mugabe's party of having misplaced priorities.

"We have a warped system in Zimbabwe, a history of misplaced priorities; this hall in Gweru and the military college constructed for $100 million," Coltart said.

"If that money had been channeled toward the rehabilitation of schools, then we would have improved the learning institutions."

Zimbabwe received a $98 million loan from China to build a sprawling military training college. China wants the loan repaid over 13 years from proceeds from the Marange diamond fields.

However, the Mugabe government complains that sanctions by Europe, Australia and the U.S. are "denying the people of Zimbabwe a chance to benefit from diamond sales."

Former South African President Thabo Mbeki told Zimbabwe that it must ensure the "greatest possible transparency" in the mining and sales of its diamonds and guard the diamond industry against "a predatory elite which uses its access to state power to enrich itself, against the interests of the people as a whole, acting in collusion with the mining companies."

Mbeki said the country's political leadership "owes a sacred obligation to the peoples of Zimbabwe to ensure that the country's diamonds serve as the people's best friend."

Former Creedence frontman Fogerty gets book deal

NEW YORK (AP) ? Add one of rock 'n' roll's most admired and most uncompromising stars to the list of memoir writers: John Fogerty.

The former frontman for Creedence Clearwater Revival has a deal with Little, Brown and Co., the publisher announced Monday. The book is scheduled for 2014 and is untitled. Fogerty, 67, is known for writing and singing such classics as "Proud Mary" and "Bad Moon Rising" and for his clashes with band members and record executives.

"I want to tell the story of how I fought ? hard ? to maintain my artistic integrity in the face of opposing forces," Fogerty said in a statement issued through Little, Brown and Co., which in 2010 published Keith Richards' million-selling "Life."

Creedence Clearwater is widely regarded as one of the great American rock bands, defying the trend of long jams in the late 1960s and early '70s and turning out an amazing run of tight, top 10 singles. But the righteous edge to Fogerty's vocals and lyrics was matched by his determination to have his own way, including with his brother and fellow Creedence performer, Tom Fogerty. By the mid-'70s, the band had broken up and Fogerty would spend years battling his former music label, Fantasy Records.

His solo career has been sporadic, but he has had hits with "Centerfield" and "The Old Man Down the Road." Fogerty has an album scheduled for next year and plans collaborations with the Foo Fighters and Keith Urban among others.

"The kid from El Cerrito (Calif.) wanted to be the best musician in the world ? my promise to myself," Fogerty said in his statement. "I accomplished that goal against all odds, only to have it fall apart on top of me. The songs and the music stopped; you didn't hear from John Fogerty for years. All of this took its toll on me. I couldn't write a song, sing a song. And it was so hard on me, all of the lawsuits and betrayals. I was personally fading away. My story will share the ups and downs and how it all affected me. The road back was a bumpy one, and I knew that it would take years to come out of it, but I did. Happily, I did, with my dear wife, Julie, by my side.

"I have come to a place where I can look back and reflect on those stories and share what really happened. I am the guy who lived it, and you will hear me tell the story for the first time."

The Big East will compete with four conferences that have not had BCS automatic-qualifying status for a guaranteed spot in the lucrative marquee bowl games when college football's new postseason system starts in 2014

That group of five conferences just won't have a bowl of its own.

The conference commissioners decided Monday during a meeting with university presidents in Denver that the new four-team playoff will rotate through six games as originally planned.

In September, a proposal was put forth to add a seventh game to the rotation that would match the best team from the Big East, Mountain West, Conference USA, Sun Belt and Mid-American Conference against a team from the Pac-12 or Big 12 when it did not host a semifinal.

But television networks weren't all that interested in paying in excess of $20 million a year more for a game that could potentially feature low-profile teams.

The commissioners considered incorporating that best-of-the-rest against the Pac-12 or Big 12 matchup within a six-bowl structure, but that would have locked up too many spots. Instead, a guaranteed bid was created to give the so-called group of five a place in the top games.

"This gives us an opportunity to compete," Big East commissioner Mike Aresco told reporters after the meeting. "That's what we want. We're adding new teams and we think we're going to be a stronger league. This gives us a chance to prove it."

The Big East stands to benefit the most from the decision to add the automatic berth.

The rebuilding conference has automatic qualifier status in the Bowl Championship Series, but with the BCS going away the league has been battling to retain its status as one of the power conferences in college football. It's a battle that could potentially cost the conference millions in bowl revenue and television rights fees.

While this still relegates the Big East to a place below the other current BCS automatic-qualifying conference (Pac-12, Big 12, Big Ten, ACC and SEC), which all have deals in place with major bowls, it should keep the league playing in high profile games regularly.

The Big East will expand to 12 football teams next season, adding Boise State among others, and appears well positioned to be the strongest conference out of the five.

"It wasn't about a seventh bowl," Big East senior associate commissioner Nick Carparelli tweeted Monday. "It was about a guaranteed spot. It is better for everyone if there are 6 bowls. Mission accomplished!"

In the new postseason system, the national semifinals will rotate through six bowl games, setting up two playoff games and four major bowl games every season. The title game will be bid out each year through a separate process similar to the Super Bowl.

The six games will include three "contract bowls" and three "host bowls." The spots in the contract bowls, when they do not host semifinals, are reserved for teams that have deals with those bowls.

The Rose Bowl has a longtime relationship with the Pac-12 and Big Ten. The Sugar Bowl recently agreed to a deal with the Big 12 and Southeastern Conference. The Orange Bowl has signed a deal with the Atlantic Coast Conference and is working on a deal to have a team from the SEC or Big Ten, or Notre Dame, play in the Miami-based game.

The sites for the host bowls are still to be determined, though the most likely landing spots are the Fiesta Bowl in Glendale, Ariz., the Cotton Bowl in Arlington, Texas, and the Chick-fil-A Bowl in Atlanta.

The top team from the group of five conferences without ties to a contract bowl will be assured a spot in one of the host bowls, instead of having to hope to be picked as an at-large participant.

"One thing that was very important to the group of five, non-AQ schools, was some sort of access to one of those bowls so we could compete," Northern Illinois University President John G. Peters said. "That was a positive feature of the last contract."

The commissioners and presidents also announced that a higher portion of the revenue from the new format will go to the conferences of the four teams that qualify for the playoff and participate in the other games.

Also, part of the revenue sharing will be based on the NCAA's academic progress report scores. Teams that do not reach 930 APR will lose out on a portion of revenue received by a conference.

The BCS group is currently in contract negotiations with ESPN for the TV rights to the new postseason system. Sports Business Journal reported last week the network has offered $7.2 billion for 12 years.

"We're getting close to the end," BCS executive director Bill Hancock said. "I'm not able to give you a lot of hard facts about it. But we've had productive negotiations so far and I think they will continue."

NEW YORK (AP) ? Oregon is No. 1 in The Associated Press college football poll after Alabama gave up the top spot following a loss to Texas A&M.

The Ducks have 45 of 60 first-place votes. Kansas State is No. 2 with 14 first-place votes. Notre Dame is third and received one first-place vote.

The Crimson Tide, which had been No. 1 for 10 straight weeks, dropped to fourth after a 29-24 loss to the Aggies in Tuscaloosa, Ala., on Saturday.

Texas A&M moved up six spots to No. 9.

(AP) ? The soldier accused of killing 16 Afghan civilians watched as child after child described the bloodbath that left their parents and other loved ones dead. Whatever reaction Staff Sgt. Robert Bales might have had, he kept hidden behind a calm face.

Three sessions of nighttime testimony in Bales' preliminary hearing, scheduled to accommodate witnesses participating by video link from Afghanistan, wrapped up late Sunday. After the hearing at Joint Base Lewis-McChord, the investigating officer will decide whether to court-martial Bales, who could be sentenced to death if convicted.

The witnesses were as young as little Robina, just 7, who wore a deep-red head covering and a nervous smile. She described how she hid behind her father when a gunman came to their village that night, how the stranger fired, and how her father died, cursing in pain and anger.

"I was standing behind my father," she testified Saturday night. "He shot my father."

One of the bullets struck her in the leg, but she didn't realize it right away.

Prosecutors say Bales slipped away from his base to attack two villages in Kandahar province, killing 16 civilians, including nine children. The slayings drew such angry protests that the U.S. temporarily halted combat operations in Afghanistan, and it was three weeks before American investigators could reach the crime scenes.

The villagers also took out their anger on Afghan police, a police official from Kandahar testified Sunday night. Maj. Khudai Dad, chief of criminal techniques with the Afghan Uniform Police, said that at one of the compounds the morning after the attack, women upset about the attacks and about what they saw as a late arrival by Afghan officials pelted him with shoes, a major insult in Afghanistan and many other Islamic countries.

The stories recounted by the villagers have been harrowing. They described torched bodies, a son finding his wounded father, and boys cowering behind a curtain while others screamed, "We are children! We are children!"

Bales, 39, an Ohio native and father of two from Lake Tapps, Washington, has not entered a plea and was not expected to testify at the preliminary hearing. His attorneys have not discussed the evidence, but say he has post-traumatic stress disorder and suffered a concussive head injury while serving in Iraq.

During cross-examination of several witnesses, Bales' attorney John Henry Browne sought to elicit testimony about whether there might have been more than one shooter.

Dad, the police official, testified that he did not believe one soldier could have carried out the attacks, though he offered no evidence to support that opinion, and nearly all other testimony and evidence at the hearing pointed toward a single shooter.

One Army Criminal Investigations Command special agent testified earlier that several months after the massacre, she took a statement from one woman whose husband was killed. The woman reported that there were two soldiers in her room ? one took her husband out of the room and shot him, and the other held her back when she tried to follow.

But other eyewitnesses reported that there was just one shooter, and several soldiers have testified that Bales returned to his base at Camp Belambay, just before dawn, alone and covered in blood.

A video taken from a surveillance blimp also captured a sole figure returning to the base.

The Afghan witnesses recounted the villagers who lived in the attacked compounds and listed the names of those killed. The bodies were buried quickly under Islamic custom, and no forensic evidence was available to prove the number of victims.

Prosecutors said that between the two attacks, Bales woke a fellow soldier, reported what he'd done and said he was headed out to kill more. The soldier testified that he didn't believe what Bales said, and went back to sleep.

(AP) ? The mother of "Modern Family" actress Ariel Winter has denied accusations she was physically and emotionally abusive to her 14-year-old daughter and is asking a judge to reject an attempt to strip her of custody.

Chrisoula Workman filed an objection to guardianship proceedings for the actress on Thursday and states she would be willing to undergo joint counseling with her daughter if it helped resolve the case.

Winter, who plays Alex Dunphy on the hit ABC series, has been living with her older sister, Shanelle Gray, since early October, when a judge temporarily stripped Workman of custody and ordered her to have no contact with her daughter. The ruling came after attorneys for Gray stated in court filings that Winter has been the subject of ongoing physical and emotional abuse, enduring slaps and insults from her mother.

"I have never slapped or hit Ariel," Workman writes in a court declaration. "I love Ariel very much and will do whatever is in her best interest."

She calls recent family turmoil the result of "a teenager's rebellion." Her filing was accompanied by medical records and declarations from stylists and other acquaintances who state they have not seen any signs of abuse by Workman.

"The court granted a temporary guardianship and I think any rational person will realize that the court simply doesn't see the sky falling but has some basis for granting a temporary guardianship," said attorney Michael Kretzmer, who represents Gray. "The matter hasn't been fully adjudicated and everybody will have their chance."

Workman, who is estranged from Gray, claims that her older daughter is seeking a guardianship to advance her own career. Gray is also an actress who has appeared in the soap operas "One Life to Live" and "Bold and the Beautiful," as well as other small roles in TV series.

A judge has not permitted Gray any access to Winter's money, some of which must be set aside in a special account under a law meant to protect child actors.

"There's no truth whatsoever to Shanelle obtaining this guardianship for purposes of advancing her career or for some other personal gain," Kretzmer said. "Shanelle is successful and has done very well in her own rights. This is a tragedy for her, too."

"It's very unfortunate that any of this came out has come the press," he said. "Ariel is a very wonderful 14-year-old who is fortunate to be in the process of building quite an acting career for herself. But she's still a 14-year-old lady. Whether she's the 14-year-old star of 'Modern Family,' or she's just a 14-year-old in an everyday modern family, she doesn't deserve to have this family circumstance played out in the press."

A hearing on the guardianship is scheduled for Nov. 20. The court has appointed an independent attorney to represent Winter's interests.

Winter has been acting since age 7, appearing several TV series, including "ER" and "Phineas and Ferb," and movies such as "Kiss Kiss Bang Bang," ''Ice Age: The Meltdown" and "ParaNorman."

Two cookbooks to menu-plan Thanksgiving

The trick is to prepare as many dishes as possible in the week leading up to Thanksgiving Day.

As Thanksgiving rolls closer, Web searches for "green bean casserole," "how to brine a turkey," or "pumpkin pie" recipes always heat up. But more often than not, what people are searching for is some guidance on how to host a large dinner party with classic, favorite Thanksgiving dishes. Here are two cookbooks ? and two approaches ? to navigating the big day.

The turkey chapter alone is 50 pages and covers everything from selecting to roasting to carving your turkey with style.?

And it doesn't end with step-by-step instructions for rolling out the dough for homemade pecan pie. In the "Continuing the Feast" chapter you'll find recipes for what to do with leftovers: "From soothing soups to chile-spike Mexican-inspired dishes to heart pasts (and no turkey tetrazzini in sigh), turkey's obligingly mild flavor adapts to all kinds of dishes." Think: turkey enchiladas with creamy tomatillo sauce.

With its wide range of recipes, "Thanksgiving Cookbook" could be a resource that you could rely on for years of Thanksgiving dinners.

But if the idea of sifting through dozens of side dish and pie recipes to put together your own Thanksgiving menu is overwhelming, look no further than America's Test Kitchen. Their Menu Cookbook?(Boston Common Press, 2011)?has "kitchen-tested menus for foolproof dinner parties," and a chapter dedicated to the "Classic Thanksgiving Dinner." Menu ideas for Thanksgiving dinner

Say hello to fall with this simple, but elegant tart. Use store-bought pastry dough to speed the process up.

Makes one tart

Serves 4 to six 6 an appetizer (or 2 to 3 as a main course)

1 sheet puff pastry, defrosted

?2 medium or?1 large apple, cored and sliced (not too thick, you want to avoid too much weight or liquid as it will make the pastry soggy)

2-3 branches fresh thyme, chopped

Handful of fresh basil and/or oregano, chopped

1 cup grated cheddar cheese (you could also use goat or gruy?re cheese)

1 large onion, sliced

Extra-virgin olive oil

Freshly ground black pepper

Sea salt

Handful of toasted pine nuts

Preheat the oven to 375 degrees F. While you're waiting for the pastry to defrost, saut?e the onions in a frying pan in olive oil until translucent.

Lay the sheet of puff pastry out on a parchment paper-lined baking sheet. Prick the dough inside the border all over with the tines of a fork to prevent it from puffing up too much during baking.

Spread a layer of cheddar (or whichever cheese you choose) on the pastry. Top with the onions, then arrange the apple slices on the pastry in a single layer (crowding or overlapping them could make the puff pastry soggy). Scatter the fresh herbs over the apples. Drizzle the tart with some olive oil and season with salt and pepper. If using gruy?re, reserve a little cheese to sprinkle over the top.

Bake the tart until the pastry is crisp and deeply browned on the bottom and around the edges, 30-40 minutes.?
